Voters in Illinois and New Jersey approved lockboxes for transportation funding while those in Washington State rejected what would have been the nation’s first statewide carbon emissions tax.

Just six days after New Jersey Gov. Chris Christie signed the compromise gas-tax legislation into law, two of his fellow Republicans introduced a bill on Oct. 20 to repeal it.

Houston-based investment firm EIV Capital has invested $20 million in Gazelle Transportation, a company based in Bakersfield, California, that provides crude oil transportation, water and waste hauling and portable storage tank rentals primarily within California.

The long-running battle over New Jersey’s Transportation Trust Fund could be on the verge of ending. New Jersey’s Senate and Assembly voted on Oct. 7 to provide $2 billion annually to the transportation fund for the next eight years, thanks to tax increases of  27 cents per gallon on diesel and 23 cents per gallon on gasoline.

A U.S. District Court judge in Minnesota has shot down an attempt by trucking, automotive and oil industry groups to abolish the state’s requirement that diesel sold at the pump contain at least 10% biofuel.

New Jersey Gov. Chris Christie on Sept. 30 announced a deal with Democratic legislative leaders to add 23 cents per gallon to New Jersey’s 14.5-cent gasoline-tax levy and reduce consumer taxes elsewhere.

The U.S. retail diesel average price rose 0.7 cent to $2.389 a gallon Oct. 3 and follows a decline of the same amount the previous week, the Department of Energy reported.

Fleets and technology providers alike are optimistic about coming changes to International Fuel Tax Agreement record-keeping and audit procedures, saying the revisions will streamline carrier record-keeping requirements, accommodate advances in onboard technology and clarify specifications for states’ acceptance of data captured by electronic devices.
