Honda Motor Co. is shelving plans to jointly develop affordable electric vehicles with General Motors Co. due to a changing business environment, CEO Toshihiro Mibe said.

DETROIT — Honda is recalling a half-million vehicles, including some Accord, Odyssey and Insight models, in the U.S. and Canada because the front seat belts may not latch properly.
