A group of state trucking associations has released an action plan identifying seven areas bad actors exploit in the industry with solutions to eliminate fraud and illegal operators.

“Our audit exposes yet another example of foreigners taking advantage of Minnesota services under Governor Walz’s watch,” Transportation Secretary Sean Duffy said.

“We are [reining] in illegal and reckless practices that let poorly trained drivers get behind the wheel of semi-trucks and school buses,” DOT Secretary Sean Duffy said.

FMCSA is introducing a tougher, multistep approval process that’s intended to clamp down on bad actors who critics allege abuse the long-standing self-certification process for ELDs.

Mexican truck drivers hauling domestic U.S. freight recently were detained and saw their commercial vehicles seized by federal agents in a U.S. CBP enforcement effort targeting “cabotage.”

Gov. Greg Abbott’s office noted that a majority of the drivers detained were holding commercial driver licenses issued by California. None of the drivers was holding a Texas CDL.

Texas, South Dakota, Colorado and Washington were sent letters Oct. 23 by FMCSA Chief Counsel Jesse Elison detailing preliminary determinations of noncompliance.

The Nov. 8-11 dragnet, called Operation Bear Cave, focused on intercepting immigrants holding state-issued CDLs but who lacked permanent legal status driving commercial vehicles.

Agency's letter to the state Department of Motor Vehicles outlined a series of actions California must take to rectify what FMCSA has determined are problematic processes and systems.
