EXTON, Pa. — For a second time in three months, President Donald Trump is headed to Pennsylvania to promote his support for the natural gas industry, making clear that he sees his pro-industry policies as a boost to his chances of winning the battleground state.

In a clash of old and new industries, Wisconsin frac sand producers say their business is threatened by a handful of railroads operating under outdated regulations. Wisconsin produces about a third of the nation’s supply of sand used to extract natural gas and oil through a process known as hydraulic fracturing, or “fracking.”

As much as 10% of U.S. fracking work could be delayed after Hurricane Harvey ripped through southeast Texas, soaking thousands of miles of dirt roads snaking through one of the nation’s busiest oilfields.

The New York state Health Department said fracking for natural gas can’t be done safely, dooming prospects that Governor Andrew Cuomo will end a six-year moratorium.
