The Texas Natural Resource Conservation Commission proposed an air quality plan that would require the use of lower-emission California diesel in the Dallas-Fort Worth area.
The Dec. 16 move is a response to Dallas being out of compliance with federal air quality rules.
Texas officials have until April to submit a plan to the Environmental Protection Agency on reducing air pollution in the Dallas metropolitan area or risk federal sanctions on new businesses and the loss of highway funding.
Bill Webb, president of the Texas Motor Transportation Association, said the proposal is based on faulty data. He also said it would cost more and be less effective than the state predicts.
